The business case
A freebie that costs a follow pays for itself twice: you get the lead and you get a follower who sees everything you post next. The loop means nobody falls out of the flow just because they weren't following yet.
The flow DMs the commenter a button. When they tap it, a condition step checks whether they follow you. Followers get the download; everyone else gets asked to follow, and their "I'm following" tap runs the check again.

After they tap “Send me the link”: Checks whether they follow you
